This is my take on Hel, the Norse Goddess of the Dead. Her body is often depicted as half dead/half alive. According to Wikipedia, Hel is the ruler of a realm of the same name, located in Niflheim (which is presumably quite chilly, hence her coat).

Its odd that this image resembles a vision I had as a child. Particularly the dark hair and sad expression.
